That niche makes it potent for specific builds that are trying to proc things rather than deal damage with their bow directly. That said, if you found it at a low level it's not great for that purpose because the ilvl will be too low to roll 6 sockets. That makes it a decent early game bow with no end game purpose, so you won't be missing out on much by selling it for cheap.
